Rozina Haque
Director, Ultra-Poor Graduation and Livelihoods, BRAC International
Rozina brings over 22 years of invaluable experience in international development, with a core focus on enhancing social protection and fostering economic inclusion. Her extensive expertise spans a wide range of areas, including the design of innovative poverty alleviation strategies, management of large-scale multi-donor programmes, and implementation of initiatives across diverse contexts. She also provides technical support to development organisations and governments.
Rozina possesses expertise in thematic areas such as climate change adaptation, disability inclusion, humanitarian response, urban poverty, and gender. As an advocate for gender-responsive workplaces, she actively promotes women's leadership and challenges gender stereotypes and norms through a gender-transformative approach. She provided strategic direction to BRAC's flagship programme, the Graduation approach, which aims to eradicate extreme poverty in Bangladesh. Since its inception in 2002, the programme has transformed the lives of approximately 9 million ultra-poor people across the country till 2024.
Rozina currently serves as the Global Lead for BRAC International’s Graduation and Livelihood Programmes. In this role, she spearheads strategy and oversees implementation of the Ultra-Poor Graduation Programme in Uganda and Tanzania. She plays a pivotal role in advancing the Graduation approach globally, supporting governments, donors, and NGOs on economic inclusion initiatives. Her support spans proposal development, assessments, programme design, budgeting, implementation, monitoring and evaluation, and staff capacity development. Beyond Uganda and Tanzania, she has extended her technical expertise to Kenya, Liberia, Afghanistan, Egypt, Philippines, Myanmar, Yemen, and Nepal, supporting the design of poverty alleviation programmes tailored to diverse contexts.
Rozina also leads the strategic alignment and enhancement of livelihood components across BRAC International’s wider portfolio, with a particular focus on the Mastercard Foundation’s Accelerating Impact for Young Women (AIM) initiative. This multi-country initiative is expected to reach 2 million adolescent girls and young women across seven African countries by 2033, addressing the diverse needs of vulnerable populations.
In her leadership role, Rozina champions cross-sector alignment and integration, manages strategic partnerships, and promotes a holistic approach to programme development with a strong emphasis on achieving impact at scale. She brings technical excellence and a deep commitment to strengthening internal capacity, while leading high-performing teams in dynamic, high-pressure environments.
In addition to her professional engagements, Rozina serves as a guest lecturer at BRAC University, imparting knowledge on poverty and Graduation approach as part of the Master's in Development Studies (MDS) course work.
Rozina holds a Master’s degree in Development Studies from BRAC University and a Master’s in Business Administration from Asian University in Bangladesh.
